CLIENT KINDER MORGAN

Northeast Energy Direct Project (NED) consists of approximately 415 miles of pipeline across New York, Pennsylvania, New Hampshire, Connecticut, and Massachusetts.

Formerly El Paso Corporation (Business units include Tennessee Gas Pipeline Company, ANR Pipeline, Southern Natural Gas, El Paso Field Services and El Paso Global Networks.

NLS has provided continuous right of way services to the various business units Kinder Morgan, formerly El Paso Corporation including both the regulated and non-regulated business- es. Since 1986, NLS has been providing personnel and services to Tennessee Gas Pipeline Company. Services have been provided to the various business units of El Paso Corporation in the States of Texas, Louisiana, Mississippi, Arkansas, Alabama, Tennessee, Kentucky, West Virginia, Pennsylvania, Ohio, New Jersey, New York, Connecticut, Rhode Island, Massachusetts, New Hampshire, Illinois, Indiana, and Wisconsin. The range of services provided by NLS has been comprehensive and includes the following: board drafting; CADD mapping; right of entry permitting for survey, environmental and archeological studies; environmental permitting and inspection services; surveying; title work; negotiations and acquisition of rights of way; construction monitoring and inspection; and project management. NLS has also provided computer-programming services to the Right Of Way and Environmental Services Departments.


CLIENT NRG ENERGY

NLS provided 10-mile (16”) pipeline in Dunkirk, New York for NRG. Our services include the following activities: title work; right of entry permission for alignment survey and negotiating for land rights from privately and publicly held lands including access roads, easement options, easement rights, and fee acquisition; permitting of local, state and federal highway crossings, budget development, cost tracking and project management.


CLIENT NATIONAL FUEL GAS

NLS provided the right of way services to Empire State Pipeline, (owned and operated by National Fuel Gas), for its Empire Connector Project located in Central New York. This project consisted of approximately 83 miles of 24-inch diameter natural gas pipeline and related compression facilities. NLS provided the management and staffing for the right of way related activities associated with the project including survey permissions, ownership identification, ROW acquisition, construction monitoring, and damage settlement.


CLIENT CENTRAL MAINE POWER COMPANY

NLS provided all phases of right-of-way services for an electric transmission line from West of the Biddeford, ME Interstate 93 Exit then running easterly and southerly to the terminus in Kittery, Maine. Responsible for preliminary routing research, landowner identification, property valuations, title search, document preparation, and acquisition. Coordinated the Civil Survey including landowner permissions survey crew. NLS also assisted in site selection for substations.


CLIENT NATIONAL GRID FORMERLY KEYSPAN ENERGY

Appraised 126.9 miles of aerial and subsurface longitudinal occupancies by Long Island Power Authority, (LIPA) on the Long Island Railroad, (LIRR) right of way in Nassau and Suffolk Counties, New York.


CLIENT TOWN OF BARNSTABLEMASSACHUSETTS THE BARNSTABLE UNIFIED TRANSPORTATION AND PARKING SYSTEM

Provided the Town with the Relocation Plan for the Mary Dunn Road Area including appraisal and relocation services. The project covered the relocation of 18 residential and commercial owners.


CLIENT IROQUOIS GAS TRANSMISSION SYSTEM

NLS performed title research, survey and agency permitting, easement acquisition and construction inspection on this project. Entering the United States from Canada, the Iroquois pipeline runs South across New York and Connecticut crosses under Long Island Sound and terminates on Long Island, New York.


CLIENT KERN RIVER GAS TRANSMISSION SYSTEM

Kern River Gas Transmission System is a 36-inch diameter natural gas pipeline that runs a distance of approximately 180 miles from the overthrust area of Southwest Wyoming to Dag- get, California. NLS provided all of the right-of-way services for the Kern River Project.

These services included: establishing field office; published Right of Way Policy and Procedures Manuel; Land Value Analysis’ in Las Vegas and North Las Vegas, Nevada; title research and curative; obtaining entry permission for alignment survey and other route studies; acquisition of rights of way and water rights; acquiring agency construction permits, (i.e., state and local highway permits, Bureau of Land Management Use and Occupancy permits, etc.); construction monitoring and settlement of damage claims resulting from the construction effort.

NLS established and maintained a comprehensive database to track all right-of-way activity, provide management reports, and status reports on an agent, parcel, county, and system-wide basis. This system also maintained detailed cost reports that identified all right-of-way costs for the entire project. This system was utilized extensively in monitoring construction and damage claim settlement. Following completion of the project this database was incorporated into a GIS system by Kern River.


CLIENT NORTH COUNTRY GAS PIPELINE CORPORATION

This project consisted of a new 16-inch diameter natural gas pipeline located in Northern New York. NLS performed sixty-year title searches for over ninety (90) parcels along this 21-mile pipeline segment. All title insurance policies contained route contiguity provisions.

NLS performed all the pipeline alignment survey using total stations and data collectors. This data was used to prepare construction alignment sheets. In addition, NLS located all property lines crossed by the proposed pipeline route. This information was used by NLS to prepare plats suitable for condemnation proceedings for every parcel crossed by the proposed pipeline. While the plats were used for condemnation where necessary, they were also provided to the title insurance companies as part of the title policy requirements. Title policies were acquired on each individual property affected by the project.  In addition, a contiguity policy was also obtained to insure that no gaps existed between property owners. NLS also acquired all survey permits, rights of way, pipe yards, and access roads.


CLIENT OMEGA PIPELINE COMPANY

Omega Pipeline Company through its subsidiary company Missouri Pipeline Company con- verted approximately seventy (70) miles of an existing crude oil pipeline system to natural gas service. Additionally, four separate lateral lines were constructed consisting of a total of twenty-three (23) additional miles of new pipeline. NLS updated all land titles along the existing pipeline, prepared title statements for the new pipelines and negotiated for the required rights of way and payment of construction damages.


CLIENT TENNESSEE GAS PIPELINE COMPANY

NLS has provided continuous right-of-way services to Tennessee Gas Pipeline Company since 1986. The majority of this work has been within Divisions E and F. The range of services provided by NLS has been comprehensive and includes board drafting, CADD mapping, surveying, survey permission, extensive title work, negotiations and acquisition of rights-of-way, construction monitoring and inspection, environmental permitting services and project management. NLS has also provided computer programming services to the right-of-way and environmental departments.


CLIENT MCI TELECOMMUNICATIONS CORPORATION

NLS provided contract right-of-way services to MCI Telecommunications Corporation. Our agents have acquired various parcels and rights-of-way for MCI including microwave, two-way, regenerator, and cellular/wireless sites. NLS has also provided MCI with OSP engineering and design services, environmental permitting services, and survey and mapping services for fiber optic cable routes, as well as performing feasibility studies used in the route and site selection process.


CLIENT CONFIDENTIAL (PROJECT: BOSTON (MA) PCS PROJECT)

Northeastern Land Services, Ltd. (“NLS”) conduced a 500 site acquisition project in the Boston MTA in support of PCS/wireless network implementation. Project activities include site acquisition through execution of lease option agreements; obtaining local building and zoning approval; identification of longitude, latitude and elevations utilizing GPS (survey) equipment; development of a custom database to track all site acquisition and related activities; and interaction with RF engineering personnel.


CLIENT CONFIDENTIAL (PROJECT: PCS PROJECT FOR 10 BTAS NATIONWIDE)

NLS provided site acquisition and related support services for full implementation of PCS/ wireless networks in ten of the top twenty BTAs nationwide. NLS will conduct site negotiation and acquisition; obtain building and zoning approval; determine longitude, latitude, and elevation; and develop a custom database to track all site activities. NLS estimates identification and acquisition of over 1,000 sites during the initial phase of this project. Commencement is scheduled for November 1, 1994. In addition to the project outlined above, NLS maintains contractual arrangements with AT&T Network Systems, Algonquin Gas Transmission, MCI Metro/Access Transmission Services, Inc., and Andrew Corporation. NLS is also an approved vendor for Sprint Cellular, U.S. West Communications and Nynex Mobile Communications Company.


CLIENT PORTLAND NATURAL GAS TRANSMISSION SYSTEM

Portland Natural Gas Transmission System is a 36-inch diameter natural gas pipeline that begins at an interconnection with the TransCanada Pipeline in Quebec, Canada. The route enters the United States near Pittsburg, New Hampshire. The route then runs Southeasterly for a distance of approximately 240-miles through New Hampshire and Maine to its terminus in Haverhill, Massachusetts. The route paralleled the existing Port-land Pipeline for approximately seventy (70) miles.

NLS was involved with the project since its inception. The range of services provided for this pipeline system included the following activities: routing; land valuation studies; governmental affairs and public relations activities on a local, state, and federal level; title work; right of entry permission for alignment survey and environmental and archeological studies; negotiating for land rights from privately and publicly held lands including access roads, easement options, easement rights, and fee acquisition; construction permitting of local, state and federal highway crossings; and project management. In addition, the project utilized the NLS Pipeline Database Management System for project tracking and reporting.


CLIENT WESTERN GEOPHYSICAL

This project involved the control survey for a three-dimensional seismic survey, used in oil and gas exploration, covering nearly two thousand acres of land in Oklahoma.


CLIENT SPRINT PCS – BOSTON MTA

The NLS Group provided site development services to Sprint PCS in the Boston MTA since 1995. These services included the pre-design phase, which entailed the research and analysis of zoning ordinances for each jurisdiction within the Boston MTA. After the

ordinances were analyzed, NLS provided mapping services, which included digitizing the analysis into a GIS system. As part of the pre-design phase, NLS also identified potential sites and plotted the information of the candidates into the GIS system. These sites were used as the backbone for the network design.


CLIENT BROOKS FIBER COMMUNICATIONS

NLS provided right-of-way personnel to Brooks Fiber in the northeastern states. The Right of Way Agents were responsible for the build out of fiber rings in the larger cities throughout the northeast. The Agents performed existing conduit searches, acquiring permit approvals, and working with local utilities to ensure all “make-ready” work is complete.


CLIENT AT&T WIRELESS SERVICES - PARAMUS, NJ

The NLS Group was responsible for all phases of site acquisition in support of AT&T’s cellular network implementation in the state of New Jersey. These services included zoning analysis, site identification, site acquisition, and zoning and permit approvals.


CLIENT PRIMECO PERSONAL COMMUNICATIONS

NLS provided pre-engineering services, including zoning analysis and antenna site identification, to PrimeCo. Under this agreement, NLS assisted PrimeCo in the critical initial steps toward deployment of its nationwide PCS network.

In each market NLS conducted zoning investigations which entailed the analysis of zoning regulations for the installation of antennas and the construction of towers. Upon completion of the zoning analysis, NLS digitized this information for each jurisdiction into a GIS database. Additionally, NLS identified potential sites for PrimeCo and plotted this information into the GIS system. This unique site acquisition strategy ensured that PrimeCo is able to deploy its wireless network as rapidly as possible. Work has been completed for PrimeCo in four key MTA’s: Dallas/Ft. Worth, Chicago, Milwaukee, and Richmond, VA.
